Steps To Reproduce:	1) Start Audacity. 2) Choose a built-in generator from the menu such as Noise. 3) Press Preview. 4) Observe: Nothing happens.

Workaround:	Either apply the effect, test and use Undo if not satisfactory. Or make a selection prior to using the generator (in which case the generated sound will fill the selection).

Preview button for built-in generator with empty selection does nothing.  This misbehavior began at commit 800ddae34b424a377ef4bbac16aac7638f93ad1b in release 2.3.1, which was meant to fix bug 2041.

I confirm this on both W10 and macOS with the most recent alphas

Reducing this to P3 and adding a release note.

This is actually a regression on 2.1.3 (as Paul pointed out)- as far as I know no users have complained about thgis
