Steps To Reproduce:
With a project containing at least one audio track, but no audio tracks selected, open the Tracks menu. Note that some menu items are greyed out. Note also that some menu items that require selected audio tracks are not greyed out.

Greying out of items in the Tracks menu is inconsistent.

With an empty project:

Mix -> sub-items : greyed out
Resample : greyed out
Remove Track : greyed out
Pan -> sub-items : greyed out
Align Tracks -> sub-items : greyed out
Sort Tracks -> sub-items : greyed out

Mute / Unmute -> sub-items : not greyed out


With a project containing audio tracks, but no audio tracks selected:

Remove Track : not greyed out
Mix -> Stereo Track to Mono : "may" be greyed out


Current thinking is that "friendly educational messages" are better than greying out menu items.

This is not an ENH it is a regression on 2.3.2 and earlier Audacities - I alreadty posted this (simultaneously with Steve here) as P1 2193
