Welcome-mat splash-screen at default size on W10

The Welcome-mat splash screen would benefit from being enlarged vertically in order to show all the information at a glance and avoid the need for scrolling, which some (many?) users will not notice - thus missing the useful links to manual, Forum and Wiki.

Note that on Windows the Audacity version no. and build date are cut-off slightly at the bottom which looks far from good (see first attachment) - this is better on Mac.

Secaond attachment to show improved sizing to follow

Note that I have stretched this just sufficiently so that the vertical scrollbar is not shown or needed.

The height is only too low in debug builds - and that is by design.

It is set for release builds, and we can scroll to see how things would look as in a release build.

Actually it is only on alpha builds that it is too small (and that should only affect testers).

On released builds it is fine.
