Steps To Reproduce:
1) create some audio and a label 2) Right-click and the label and select "Edit label..." 3) focus is on the label text in the Label Editor 4) Press Tab 5) Observe tabbing moves you rightwards through the label input fields stopping at "High Frequency" 6) Ctrl + Tab 7) Observe this does not, as it should, transfer focus to the action buttons

On Mac in the Label editor tabbing will journey you through the input fields, but Ctrl+Tab does not transfer focus to the action buttons as it should.

Cmd+Tab does not work either

Testing on macOS 10,15.6 with Audacity 3.0.0 25ddfc7

One can now properly tab to the control buttons
