Steps To Reproduce:	1) Startup Audacity. 2) Drag in an audio file. 3) Press Play-At-Spee 4) Observe playback does not Start Expected result: It should start playing. It did in previous versions.
Release Note:	Group: Playback If you import a file and choose Play-at=Speed playback does not start.

Workaround:	You need to click "normal" Play first, stop it, then you can use Play-At-Speed.

Play-at--Speed does not play unless you have used normal Play first

This is a regression on 2.3.2

This happens only with an imported file, not with generated or recorded tracks

This now works properly.
