Steps To Reproduce:
Tested on macOS 10.15.7 1) Start Audacity 2.3.3 or any later version (up to and including 3.0.0 a675b59) 2) Switch to or start TextEdit (or any other program) 3) Move the TextEdit window so you can see the Transport Toolbar in Audacity 4) Hold down the shift key 5) The play and record buttons respond to the shift key by changing their icons

Does not occur in 2.3.2 or earlier.
Steve reports this also happens on Linux.

I confirm this also happens on W10 with 2.4.2 and latest 3.0.0 alpha.

I also confirm that it's a regression on 2.3.2

Tested on W10 and macOS 11.0.1 with Audacity 3.0.0 0bd21e1

This now works properly on Win and Mac - when the Audacity is not the active Window it no longer intercepts the Shift key used in the active window
