no pluginregistry created

With a virgin launch (cleared audacity settings folder) 3.0.0 fails to create a pluginregistry.cfg file and instead shows a file not writable message (see attachment).

This is a regression on 2.4.2  and indeed if you launch Audacity 3.0.0 6c44b4f after running 2.4.2 this bug does not occur as 
a) the pluginregistry.cfg is created by 2.4.2
b) it is not locked

Seems to work fine, but I need Paul's with setting up an exception to exit Audacity a bit more gently.

Tested on W10 and macOS 11.1 Big Sur with Audacity 3.0.0 21296b0

This now works fine on both platforms
a) Audacity properly creates the pluginregistry.cfg file
b) accordingly there is no error message
