Windows + Linux:
1. "Effect menu > Add/Remove Plug-ins"
2. Observe that the list of plug-ins is ordered [z-a Z-A]

macOS
1. "Effect menu > Add/Remove Plug-ins"
2. Observe that the list of plug-ins is ordered [A-Z a-z]

Ideally the order would be non-case sesitive alphanumeric order.

It is certainly a regression against 2.2.0 - I do not have time right now to do further bisection regression testing

Raised to P2 because of the regression.

P2, but decided (by me/RM) non-blocking for 3.0.0.  
As we're in freeze a fix will wait for 3.0.1

It's a regression against 2.4.1 - introduced in 2.4.2

Works for me on Linux.
