Steps To Reproduce:	1 File > Open any project. 2 Ensure the .aup extension is associated with Audacity, then execute the same .aup file from your file manager e.g. Windows Explorer. 3 Error opening project correctly occurs (because we don't want the same project open twice) but a redundant empty window is opened. Expected: error occurs with no new window opened, as when opening an "already open" project from File > Open or File > Recent Files.

Assumed this issue exists on Mac. Does not exist on Linux due to bug 202.

Assumed to be all platforms now.  Bug 202 is fixed.

Testing on W10 with audacity-2.3.3-alpha-252-88dc11f525215cea57f7a89b0038fc7d40a50149

This now worksforme - I get the error message - but I don't get the "redundant empty window"

Testing with 2.3.2 on macOS10.15.5

As with Windows this now worksforme - I get the error message - but I don't get the "redundant empty window"
