Steps To Reproduce:
1 Launch Audacity and maximise it. 2 View > Toolbars > Reset Toolbars to reset Device Toolbar to initialized size and position. 3 Hover over right edge of Device Toolbar until mouse pointer changes to <-->. 4 Drag Device Toolbar rightwards to expand it. 5 Once the right edge reaches 750 px the body of the toolbar stops moving but the grab handle continues to move until the drag stops, separating from the body. The space between the right edge of the input channels combobox and the grab handle is redundant and cannot accept other toolbars. 6 Now grab serrated left edge of Device Toolbar and undock. Toolbar can be now be dragged with the grab handle outside its body to maximum screen estate viz: http://www.gaclrecords.org.uk/device_toolbar_dragged_out.png

Need to be aware that for 2.30 alpha the Device Toolbar can grow wider to accommodate fuller device descriptions - I will post am image of this.

Device Toolbar expanded in 2.3.0

The changes that James made for 2.3.0 to expand the filed contained in the Device toolbar mean that we no longer get the silly empty space in the Toolbar beyoond the output device.

So for me this fixes the issue that we had, but only when the Toolbar is docked.

When undocked there is still an issue - further image to follow

Device Toolbar 2.3.0 over-expanded vertically when un-docked

This shows the the horizontal sizing is still ok - but the vertical over-sizing produces the unnecessary useless white space.

Testing on W10

This looks to be fixed an now works correctly on W10 with audacity-2.3.3-alpha-252-88dc11f525215cea57f7a89b0038fc7d40a50149

Works fine on Mac with 2.3.2 too
