Steps To Reproduce:
1 Find a mpg/mpeg file containing mpeg audio and rename it to MP3 extension. 2 Launch Audacity (does not matter if FFmpeg installed or not) and import the "MP3" e.g. drag it in. 3 File is taken by libmad and imports with audio disfigured by heavy clicks.

Unsure if we can address this but the issue does crop up quite frequently.

*If* we could deduce that the file actually contained video we could throw an error and ask user to install FFmpeg rather than be left with confusion.
