Dot symbols displayed in TimeTextCtrls in Farsi

Translator had used symbols instead of numbers and translated right-to-left which does not work in TimeText Controls (e.g. selecting 1 second in the track while in hh:mm:ss format shows as 1 hour selected in Selection Toolbar). Attached patch preserves translations of words such as "seconds" and "frames" but restores numerical values and left to right reading. Have not investigated if RTL limitation is lifted in later Widgets.
Created attachment 235 [details] Farsi .mo file for testing (rename to "Audacity.mo" to test) Restores numerical values and left-to-right reading. Tests OK on Win XP.
