When focus is on a number in one of the time boxes in the Selection Toolbar:
Ctrl+1 enters a 1 rather than zooming in on the waveform.
Ctrl+2 enters a 2 rather than zoom normal.
Ctrl+3 enters a 3 rather than zoom out.

It is arguable whether or not the zoom feature should operate when focus is on the Selection Toolbar, but Ctrl+Number should not be treated as if only a number was pressed.

Summary updated as the issue applies to any modifier key with a number.

Testing on W10 with audacity-2.3.0-alpha-83

This is still the case

This should fix the bug as originally reported:

Note that it doesn't address the problem with the project rate box, noted in comment 2, and so I havent' changed the status of the bug.

Testing on W10 with audacity-2.3.3-alpha-267-f320612f10e44f212c28175a57172a5811d30608
The numbers are now not entered into the time boxes - rather the zoom shortcuts are effected - looks to be fixed Ok on Windows

Testing on macOS 10.14.5 Mojave with alpha 2.3.3 jc002 of 30Jun19

As with Windows:
The numbers are now not entered into the time boxes - rather the zoom shortcuts are effected - looks to be fixed Ok on Windows
