Modifier keys ignored when focus is on time box in the Selection Toolbar

When focus is on a number in one of the time boxes in the Selection Toolbar: Ctrl+1 enters a 1 rather than zooming in on the waveform. Ctrl+2 enters a 2 rather than zoom normal. Ctrl+3 enters a 3 rather than zoom out. It is arguable whether or not the zoom feature should operate when focus is on the Selection Toolbar, but Ctrl+Number should not be treated as if only a number was pressed.
Summary updated as the issue applies to any modifier key with a number.
Also occurs with Project Rate numeric text box.
Testing on W10 with audacity-2.3.0-alpha-83 This is still the case

This should fix the bug as originally reported: https://github.com/audacity/audacity/commit/2c2cf587b46b1a6121358d5949963c23e6a094f6 Note that it doesn't address the problem with the project rate box, noted in comment 2, and so I havent' changed the status of the bug.
