Lower half of Waveform (dB) vertical scale does not show dB level.

Zooming in on the lower half of the waveform in Waveform (dB) view displays an incorrect dB scale. This is a regression against version 1.3.4 Ideally the vertical scale should display dB both above and below -inf.
The behaviour is now different in Audacity 2.0.7 alpha (Linux). Zooming in on the negative part of the waveform now causes the vertical ruler to collapse with no numbers shown. I've not tested on other platforms. Updated bug title.
