Steps To Reproduce:
Generate a few seconds of a tone with a fairly high amplitude (eg 0.8) Switch to Waveform (dB) view. Zoom in vertically on the bottom of the waveform The vertical scale does not update correctly.

Zooming in on the lower half of the waveform in Waveform (dB) view displays an incorrect dB scale.

This is a regression against version 1.3.4


Ideally the vertical scale should display dB both above and below -inf.

The behaviour is now different in Audacity 2.0.7 alpha (Linux).

Zooming in on the negative part of the waveform now causes the vertical ruler to collapse with no numbers shown. I've not tested on other platforms.

Updated bug title.

Testing on W10 2-3-0 20180325-96
and on macOS 10.13.3 High Sierra on  audacity-macos-nightly-2.3.0-afe09bb.dmg - 28.43 MB | version: 2.3.0--26Mar18

Looks good on Mac an Windows too - also tested on 2/2/2 to compare the difference
