Steps To Reproduce:
Windows 1 Initialise .cfg and launch Audacity. 2 Try to narrow Meter Toolbar by dragging leftwards. Unless you hover over the edge of the window to see the window drag pointer, then carefully move the pointer leftwards until you see the meter drag pointer, you will almost certainly narrow the window instead. 3 Now widen the project window, widen the meter, then go back later and try to narrow the meter. Same problem as Step 2. Linux On the initialised window there seems to be 20 px space between the right-hand grab handle of the meter and the right-hand edge of the project window. This is more than adequate to grab the meter. But Linux still has the problem in Step 3 above for Windows. Mac No issue. You can resize a window only from bottom right and even if you dock Meter Toolbar at the bottom, it does not seem possible to align any toolbars so that they are close to the right edge of the project window.

Changed the Steps: "drag" means move, but the intention was "resize".

Tested and works fine for me.

On Linux (Ubunto 14.04) the positions at step 3 are close, BUT the cursor changes make it very clear which will be dragged, and there is no issue.

On Windows the two kinds of cursor are identical.  However there is enough distance, and there is not a problem.

Making a larger gap on Windows would be a mistake, as it would reduce the size of the meter bar.
