Enh: Meter Toolbar: Narrow width/lesser height not permitted/respected

**RC Meter Toolbar * 255 px is the minimum width possible by dragging in the interface. This is too wide for vertical orientation. Suggest 200 px minimum width for horizontal orientation and 120 px minimum for vertical. Perhaps we should determine min width for horizontal by whatever width would let you fit Meter Toolbar in the initialised width with Transcription Toolbar alongside i.e. Control - Tools - Transcription - Meter in a row. * If we support setting a lower minimum width in .cfg than the above new minima, this width should always be respected when dragging. As it is now, the meter tends to resize to GUI minimum when undocked, and always does when docked. * There is some demand to permit resizing to half the current height. This would e.g. allow Meter Toolbar to dock above Transcription Toolbar, then both alongside Transport Toolbar, giving better use of space. Note that http://wiki.audacityteam.org/wiki/Proposal_Improvement_of_Meter_Toolbar_UI calls for changes that could limit our ability to reduce min width or height: * A visual indicator for monitoring on or off (if monitoring cannot be fixed to be always on) * Controls for Software Playthrough and Overdub * These needs could be offset by moving items currently in the drop-down menu into the Meter Preferences.
