Steps To Reproduce:	1) Generate a Click track with default settings. 2) Set Preview length to 10 seconds in Preferences. 3) Set Change Speed to a high values such as +100% 4) Click the Preview button. The Preview duration will be much shorter than what is set in preferences.

Change Speed preview duration fix

Basically the same bug and fix as bug 617.

Thanks for steps to reproduce. I think my preview was too short and % change not high enough to hear the problem before. The incorrect duration with large positive changes seems fixed on Windows.

Also after this patch, I don't seem able to get incorrect playback preview length on very large negative change values, so marked "patch_ready".

Also modified member var name to be m_PercentChange, so consistent with ChangeTempo and ChangePitch.
