I'm seeing this as a non-issue.

One might argue that the analysis track should always be placed immediately under the track it is analyzing - bit that would be an enhancement request.  And anyway theer are still usecases where the analysis track would be invisible without scrolling.

I think it's a non-issue too.  Maybe 1 in 1000 users would not think to scroll down.  So I did that for them when there is a new track.

Note this 'issue' and fix isn't just about creating label tracks.  The fix will also scroll down if you create a new track using generate, for example generate with focus in a label track.  The new code does not scroll down if you cancel an 'effect' as no new track is created.

Tested on macOS 10.13.2 High Sierra with  audacity-macos-nightly-2.2.2-63de7f0.dmg - 25.95 MB | version: 2.2.2--18Dec17

After the Analysis completes the window is auto-scrolled to the "silence marked" Label track.

I will test on Windows before closing this - but I'm minded to agree with James that this is a bit of a non-issue

RepeatableAll bugs generally do not need testing on all platforms.  
Platform specific bugs generally need testing on the platform in question, and a quick check that the fix has not broken it on the unaffected platforms.

Testing on James' 2.2.2 build of 18Dec17 on W10

After the Analysis completes the window is auto-scrolled to the "silence marked" Label track.   Tested with all the analyzers.
