Steps To Reproduce:	1 Generate a tone 2 Set Play-at-Speed slider to 0.1x and press its play button. 3 Set Play-at-Speed slider to 0.05x and press its play button. The audio sounds identical.

Starting in 2.0.3 Release, the lower range of Play-at-Speed is limited to 0.1x (identical to the 10% lower range of Time Track), not the 0.01x that the slider suggests. 

In 2.0.2, speeds below 0.1x sound lower than 0.1x, though the lower speeds were actually incorrect (0.1x in 2.0.2 sounds slower than it should be).

What's the desired fix here? Limit the slider range or fix the incorrect speeds in 2.0.2 that this change for 2.0.3 probably was trying to address?

Fix the speeds. The limited slider range is what has been complained about.
