Enable "Mix and Render to New Track" menu item

"Mix and Render to New Track" is an extremely useful function but not easy to
discover because the menu item is hidden.

This simple enhancement is to not hide the menu item.

Tested on Windows. Seems reasonable to me, though I suggest it would be more useful to address bug 412.

Applied patch, at revision: 13002.

Changed the bug title because 'enable' means to turn on something that already exists, and might as well be clear which menu we're talking about.

What's mnemonic about 'Ctrl+M' for labels, or is that just a position choice?

Historical. Mix and Render was I assume not thought important enough to use a shortcut, then when "Mix and Render to New Track" was added without a menu item, it had to have a shortcut.

Can only be a position choice I think, and now too late to change. 

I agree it looks a bit odd now in the menu that Mix and Render has no shortcut when "Mix and Render to New Track" has, but all the sensible CTRL-modified shortcuts we could give to Mix and Render are taken. 

If we want a shortcut for "Mix and Render" the only half-sensible one I can think of is CTRL + ALT + M. If "Mix and Render to New Track" had been given CTRL + ALT + M and "Mix and Render" been given CTRL + SHIFT + M that would have been better.
