Steps To Reproduce:	1 Open Metadata Editor, drag to top left of screen then drag to almost the screen width and almost screen height. Click OK. 2 Observe that [TagsEditor] x, y, width and height have been written correctly to audacity.cfg. 3 Reopen Metadata Editor. The x and y positions are respected but not width and height.

Set size after reading preferences

Patch testes only on Linux.
Also fixes bug 706.

I don't know why "SetSize" was commented out in the first place, so perhaps there is some other bug that affects Windows and/or Mac OS X.

I tested on Windows and Mac, and it seems OK so marked as "patch_ready". The height and width is respected on reopen and the "Value" column fits to the new window size with a "not very large" amount of empty space to right. I would rather see no empty space to right as in Edit Chains, but this is only a P5.
