updates help link

The web page for the WCAG_2 help button no longer exists.

Gale proposed revamping the manual page for "Contrast" and changing the link to
that instead.

The attached patch changes the link to the manual page.

Thanks, Steve. I teted on Windows and Mac with "Local" and "From Internet" Preferences and with and without help folder and it seems OK. I marked the patch "ready". 

I have a query about whether the button should still say "WCAG2 Help". See the thread URL.

Update Help button

This alternative patch changes the button name to "Help" in addition to the previous link change.

To clarify, both "updates help link" id=486 and "Update Help button" id=487 are regarded as equally "ready" - the only difference is that in id=486 the button says "WCAG2 Help" and in id=487 it says "Help". 

Steve and I prefer id=487.

Similar patch committed by Richard r13192 (button now says "Help").
