Steps To Reproduce:
1 Set hh:mm:ss + NTSC drop frames. 2 Generate 20s tone and use Selection Toolbar to add a label at 5s 07 frames and 5s 08 frames. 3 Click in the label at 5s 07 frames then click in the waveform, as close to right of the 5s 07 frames cursor as you can. 4 Why does the cursor snap to 5s 08 frames?

This behavior is also seen in 2.0.5 release so it is not new. This is the only frames format that shows this behavior AFAICT. If the behavior is legitimate because it is a drop frame then I would like to document why.

Testing on latest alphas on both W10 and Mac - I do not see the descibed behavior occurring on either platform.
