Within an Audacity session, Nyquist effects fail to retain their last used settings.

Tested in r13567 and r13549 on Linux.

Fix applied in r13581.

Now looks OK here so marked "Fix Made".

Randomly tested some Nyquist generators, effects and analyzers on Ubuntu 14.04 - seems OK.
