Steps To Reproduce:
1) New project. 2) Generate a tone. 3) Use envelope tool to add just one control point 4) and pull it down somewhat. 5) Go back to Select tool. 6) Double click the track. 7) Copy. 8) New track. 9) Generate another tone. 10) Pick any point in it. 11) Paste. 12) Observe: The track's entire envelope is adjusted down. This is incorrect. If instead you make even one control point beforehand in the destination track, results are different (and according to code comments, as intended). A nearly discontinuous change of envelope level then happens before and after the pasted part.

Others may wish to test patches for bug 830 and this bug separately.  The merge of the two fixes is nontrivial.  See attachments to bug 830.

Confirmed repeatable on Linux.

Repeats on one iteration on Windows rather than needing two or three for bug 830 so upped a grade.

Testing with 2.3.3 alpha on Linux, this appears to be fixed.

Testing on W10 with audacity-2.3.3-alpha-256-ac65d817acdc76466af9f49b1681e1abf2c39fc0

This now works correctly
