Enable the Modules preference tab when a non-empty modules directory exists, otherwise do not show the modules preference tab.

This allows the modules preferences to be enabled (even while we are not shipping modules), without bothering users that have no modules installed.

This is not a bug, it's a feature request.  The correct way to handle it is via a proposal on wiki.

A bug should describe the problem in the title.
