Spectral Selection Toolbar misnamed

What does the Spectral Selection Toolbar do? It sets the frequency selection. Many times I've written "Set the frequency selection using the Spectral Selection Toolbar". That's what the Spectral Selection Toolbar does - it is a UI for setting the frequency selection. Why use a complicated word for a simple concept? Doing so is a usability issue, (and may produce strange or incorrect translations). The Spectral Selection Toolbar selects the frequency range, (even when not in a spectral track view), so it would be more accurate and user friendly to call it "Frequency Selection Toolbar". Initially set to P5, but the importance is probably highly subjective.
P5->P4. Repeatable->Enhancement. Needs discussion with Paul, once 2.1.0 is out.

But note that the Manual has always referred to it as "Spectral Selection Toolbar" See:https://manual.audacityteam.org/man/toolbars_overview.html#Spectral_Selection_Toolbar And in 2.2.2 the app menu refers to it as such - as does the hovertext for the toolbar. Which raises the question: what is the properly correct nomenclature ?

Warning: There are 11 pages that already contain the replacement string, "Spectral Selection Toolbar". If you make this replacement you will not be able to separate your replacements from these strings. And a search for "Frequency Selection Toolbar" yields zero results So just what is the rationale in making this change for 2.3.0 ?

What to do about it if there is an issue is clearly contentious, and so this issue does not belong in the bug tracker anymore. That does not preclude discussion elsewhere.
