Steps To Reproduce:
1 Set Audacity language to System and quit. 2 Open System Preferences and make Japanese the primary language then reboot. 3 Launch 2.1.0 and look at the Project Rate (non-standard combo box) and text boxes in e.g. Spectrograms Preferences, Recording Preferences and Nyquist effects. All these have an additional bar at right of the box that occasionally partially obscures the rightmost character. Of the items I looked at, only Project Rate seems to have any characters that are totally obscured. 3 Change Audacity language to English - the problem persists. 4 Quit HEAD, launch 2.0.6 and there is the same problem. 5 Quit 2.0.6, launch 2.0.5 and there is no problem.

Reported on OS X 10.6.8 and I confirmed on OS X 10.10.2. 

Standard combo boxes are not affected.

I tried Spanish and Simplified Chinese but did not see this problem there.

The user can fix this by renaming the ja.lproj folder in the app bundle to "ja" (and can still then access the translation). 
 
Removing all *.lproj directories from the bundle and simply creating an empty "ja.lproj" folder causes the problem.
