Windows: Executable will not launch in Safe Mode but runs an unkillable process

That is quite odd. But why is Audacity being run in safe mode?

Re comment #2: I think it's correct that this is a P5 bug. If Audacity can't run in safe mode, it should pop up a dialog to say so and then exit when you click OK.
Testing on W10 with 2.3.2 and 2.3.3 alpha audacity-2.3.3-alpha-317-44c46f7574e89638823c6cc895caa2cd5135d427 With Windows restarted in Safe Mode Audacty app now fires up correctly. You can't do much with it though in the way of playing or recordind as safe mode disables the devices and Ausacity can't see them. You can drag in audio file, but trying to play rightly yields Error opening sound device - similar when trying to record. But this bug as stated now WORKSFORME So I shall close this bug accordingly
